An Alert to Keir Starmer drawn from His Personal History: If You're Not Bold on Britain's EU Exit & Europe, Your Party Challengers Will Be.

Back in 2018, it took just a short phrase to energize a Labour conference and to show the party was becoming disillusioned with its then leader. While not precisely stirring rhetoric, the phrase met with rapturous applause as delegates rose in spontaneous acclamation.

As the commotion died down, Keir Starmer, remained at the lectern, visibly startled. He wasn't really accustomed to his addresses producing such a reaction. All he had said was: "Nobody is ruling out staying in the EU". Context, however, is key.

During that darkly divisive time of 2018, departing from his agreed text in this way was always going to be seen as issuing a challenge to Jeremy Corbyn, who was trying to prioritise Brexit voters in working-class seats over the pro-European instincts of his party. In just one speech, this seemingly cautious shadow Brexit secretary underwent a transformation – albeit temporarily – into a political gambler who would stand up for the party's base against a leader he later succeeded.

The Shift of Stance & Settled Issues

Since then, much has happened, especially for Starmer himself. One of his first acts after taking over in 2020 was declaring the EU question was resolved by the 2019 general election. During the most recent campaign, he consistently stressed manifesto “red line” commitments that forbade rejoining the EU, the single market or a customs union.

Similar to Corbyn, his strategy has been to pursue Brexit-y voters in key seats, even if survey data indicates many of them have died or changed their minds.

Pressure Building on the EU

However, it’s now the prime minister’s turn to face the pressures of being a party leader. While Europe is no longer the central crisis of British politics, the cap that has been kept firmly shut since Brexit is starting to loosen once more.

The Prime Minister and Chancellor have ramped up their language about the devastation caused by Brexit has caused to Britain's economic standing. This serves as an effective tool to criticize Nigel Farage, who seldom discusses his flagship policy was his primary goal and remains his sole political accomplishment.

Nevertheless, the extent of the economic harm, reportedly has resulted in a national economy that is between 6% and 8% smaller compared to EU membership, dwarfs the minor adjustments so far offered by the government. Starmer’s so-called relationship reset agreed with Brussels in 2024 offers economic benefits measured in low decimal points.

Internal Pressure & Ambitious Proposals

Rachel Reeves is one of those attempting to bypass long-standing Home Office resistance to a broader scheme of a growth-enabling youth mobility scheme allowing young people can move between the UK and the EU to study or work.

The deputy prime minister has pondered publicly regarding the clear advantages of being in a customs union with the EU, as several Labour backbenchers, such as the head of the powerful finance committee, recently supported a Liberal Democrat motion on joining one.

While the Europe minister, the minister in charge of EU policy, now present at all cabinet sessions, maintains the firm boundaries are still in place, there are ways these could be bypassed. One idea involves declaring the commencement of negotiations now for a more ambitious agreement, for inclusion in the following election platform, to be enacted only after securing a new electoral mandate.

Starmer's Deep-Seated Scepticism

However, Starmer has most recently pouring cold water again by warning rejoining a European customs area would “unravel” the commercial agreements with the US, which he views as signature achievements of his premiership.

Reportedly that the PM’s scepticism run even deeper, and is rooted in three further factors.

  1. Firstly, he believes a customs pact is now much harder because his ministers actively diverging from European rules across a range of policy areas, like environmental standards.
  2. Secondly, the prohibitive cost set for the UK to join the EU’s new defence fund and the ensuing failure in talks has led British officials that former EU partners have little interest in cutting special deals with Britain than in proving that Brexit does not work.
  3. Lastly, the new US national security strategy, praised by Moscow, is seen by some influential figures in Number 10 as grounds for the UK to maintain distance from Europe.

A Bizarre Strategy & Geopolitical Calculations

This strange and concerning American strategy paper claims Europe is threatened by cultural extinction because of Muslim migration. It includes only one reference to Britain, found on a suggestion that the US government may interfere in British politics to foster the growth of nationalist movements.

However, instead of deciding that this renders America an undependable ally, ministers reportedly fear that deeper EU integration could upset the global balance by risking fragile US military support for Ukraine, Nato and much more besides.

Succession Chatter & The Echo from the Past

This situation brings us back to 2018. Starmer has always said that address was not a pitch for the leadership but simply an attempt to keep open the “option” of remain in a future vote. In fact, back then, he still supported a “bespoke customs union deal” similar to the one he now appears to be opposing.

Observers within Downing Street note that Wes Streeting, who just about everyone assumes would stand in any leadership election, is among a clutch of cabinet ministers signaling they desire greater ambition on Europe.

Aides to Angela Rayner, another probable runner in a contest to replace Starmer, maintain she refuses to comment on her position regarding a customs pact as it would merely “fuel unnecessary gossip”.

The Obvious Danger and A Wise Reminder

The risk is clear. Should the PM reject more meaningful steps towards a close relationship, he cedes ground to claim the territory where the overwhelming majority of Labour MPs, members and voters reside.

It would be prudent for Starmer to recall the effect that a short phrase had for him seven years ago. Potential pathways for a big offer on Europe which the PM ought to consider; he should explore them personally, before someone else adopt them as their own.
