The Former President's Progressive Alarm Overlooks The Continent's True Threat: Technological Stagnation.

Donald Trump's security policy document offers a misguided view of the European Union. The document asserts that open-border policies and what it terms "woke" policies represent an grave risk to the continent's identity. However, this perspective rests on a serious misreading of the situation. The true challenge confronting Europe is not societal but economic and technological backwardness.

The Stark Economic Divide Between the US and Europe

Statistics reveal a sobering picture. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the EU. During this time, European income per person dropped from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading EU nations like Italy and France.

Today, about half of the global top fifty technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Problem

This widening economic gap is driven by superior efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly American. Over the past fifty years, 241 US firms have grown into enterprises valued at more than ten billion dollars, versus just 14 in Europe.

This gap prompts a pressing issue: In the race for future industries like AI, semiconductors, and quantum computing, where does the EU positioned? Experts widely agree it is essentially a two-horse race between the US and China, with Europe entering at a clear handicap.

Underlying Factors of Europe's Innovation Gap

A number of major reasons explain this technological divide.

  • Financing Ecosystem: The United States has a far deeper and more dynamic network for financing new ventures. Europe has yet to establish a true capital markets union, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder European business. A US startup can launch a service under a single regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is split among 27 separate systems, creating significant market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was once met with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to advance serious reform. Notable analyses on EU competitiveness and the single market point to the necessity of sweeping changes.

With the right incentives and regulatory reforms, these assets could support much higher degrees of business-led breakthroughs.

The continent retains considerable strengths: skilled workforce, excellent schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and high savings rates, these foundations could trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still dramatically boost economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's slide in innovation has been steady. But, without bold steps to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent decline in world influence.
